I have two children from my first marriage where my husband died. My husband now is raising our children and wants to adopt. How would I go about doing that?

Hire a lawyer to make sure that it is properly and legally done. Since their father is deceased, the fees involved are significantly less than an adoption where the father's rights will be terminated.
