How could a person go by getting a DNA test if that person doen't have the money to pay for it?

Depending on where you are located, there might be a local volunteer lawyers association which could help you out. If this testing is part of a suit in family court, you could proceed en formus pauperis which will require you to file a pauper's affidavit. If the court approves it, it will waive the fees of the case. That might also include the cost of paternity testing. I would need more info in order to say for sure.
