You cannot take the children back just because your ex moved. I'm not sure what you mean by register. Your ex can change the court of continuing jurisdiction to a court in the county in Florida where the children reside. It is not clear from your question how long the children have lived in Florida, so he may have to wait a while before residence is established.

He probably has a duty to notify you and the court in Texas where he and the children now live.
