if a child is 14 and has known a certain adult for 10 years can she move in with that adult

The parents of the child, or the adults holding conservatorship of the child, are the persons with the right to make this decision (with the approval of the court if there are outstanding court orders). In the event they choose to permit it, they should see a lawyer to discuss the ramifications and documents to protect all of the parties.
