Who has the right the claim a child for tax purposes?

i am divorced from my ex-wife and i am getting child support taking out of my paycheck. i wanted to know can she elect who has the right to claim the child for tax purposes or is it just either the mother or the father?

Unless the divorce decree specifies otherwise, usually the parent who provides over 50% of the support can claim the child as a dependant. That is usually the custodial parent; not the one paying support.
