This concerns child support, not child custody. Child custody was not one of the choices.

Can child support be adjusted downward without the payee's consent?

I am the custodial parent and my ex-wife wants to reduce the amount of her child support payments.

If there are valid reasons for a reduction in current support your permission is not required. Child support is ordered by the Court. The state has guidelines based on the income of the person paying support and the number of children they have a duty to support. In most cases child support is based on those guidelines. You do have the right to try to argue that there are valid reasons that her child support obligation should be higher than guideline, but you'll have to show proof of those reasons.
