What constitutes a 1st weekend of the month?
I know this question may seem ''idiotic'', but my ex is not letting me see my children due to her stating that this Feb. 29th fell on a Friday and was the 5th weekend of the month and not the first. My question is, Is this true? & Is this weekend, March 7th-9th, the second weekend of the month, so I can see my kids? If so, this means I will not be able to see them for at least 19 days. I live 100 miles or more away from them and on the decree it states I have them on 2 and 4th weekends of the month. I did not realize this until I moved, but I lost my 5th weekend when I moved away. Can this still be honored so that I may still have them every 2nd, 4th and 5th weekends?

Your ex is right. For purposes of the family code, weekends begin on Friday.
If after the decree was signed, you moved so you live over 100 miles away from your kids you should retain an attorney and have your decree modified so the visitation is less of a hardship.
