Contempt - Child Support

I have knowledge involving a child support non payment case. The parent claims to not be working, has no money and is seriously in arrears. I have copies of the bank statments that indicate otherwise. In the last 3 months alone (Nov - Jan)this joint checking acount has made deposits in excess of $14,000. How can this evidence be used to prove up that the obligor is in criminal negligence to the financial responsibility to the children? The checking and savings account details clearly show money being spent on non-essencential expenses, this person is self absorbed... shoping at high dollar clothing stores and eating out excessively. There has been only one voluntary CS payment since July 05, and one payment which was held by the AG for a tax refund. I would like to submit this paperwork that I have ''stumbled'' across, but am looking for the proper avenue. Any advise is most appreciated. I could send to the AG - as I am sure they are involved witht his case, but do not know who / how to reference. Thank You in advance.
