Can a court ''Dismiss'' a divorce?

Can a court just ''dismiss'' a divorce due to the fact that it has been in the court for over a year and we still can't get the husband to sign off on it? Him and his attorney keep delaying it with one reason or the other and refuses to sign. The wife does not want anything out of the marriage, he moved out of the house and took almost everything with him. He just refuses to sign the papers. What can we do? If they dismiss it then she will have to spend the money to file all over again.
