Read the court order; it probably orders Dad to surrender the child to you at certain times (and at a certain place - his home).
Write a letter to Dad. A paper letter. Keep a copy. STOP USING TELEPHONES. In the letter, you should tell him:
"Dear Randy, I am coming to your house on June 4 at 6:00 pm to pick up Julie. If she's not there, or if you don't surrender her to me, I will sue you for contempt and ask the Judge to put you in jail."
If you send the letter by certified mail (a good idea), th epostage will be about $5.60.
And if he doesn't comply with the court order, sue him for contempt.
