My cousin is about a month from turning 18 and his mom kicked him out of her huse and withdrew him from school so he cant graduate even though he is doing really good in school is that allowed? also she is holding his personal paperwork i.e birth certificate and passport

No. She OWES him support until he is 18. Moreover, her efforts to cause him to be unable to attend school are not correct. He should call the police to get assistance in getting his papers and getting re-enrolled in school.
