Legal Question in Family Law in Texas

CPS abduction

Is ''risk'' sufficient reason to remove our children from our home? We are the caregivers of our grandchildren age 3 and age 7 months, My 17 year old son tested positive for marijuana on a drug test after the case worker visited our home unannounced and found the grandchildren in the care of our 17 yr old son and his 17 yr old girlfriend while my wife was running an errand. She returned prior to the caseworkers departure. He was not under the influence while sitting for our grandchildren.
