Legal Question in Family Law in Texas

CPS has taken custody of my child, and says that she's voluntarily placed her with a friend of their family. They're saying that because she voluntarily placed them, they can't turn over custody to me but I can do supervised visitation. I'm sure there's more that I can do short of a long legal process or full custody battle. What are my legal rights?

If you want your child back, you will have to fight for her. Your legal rights have been affected/restricted by a court order. Get a copy of the order, read it, and hire a lawyer.
