Can a CPS file be accessed by a party who is is no way associated with the case simply for means of D crediting one of the parents in another case that has no connection with the case file that has been accessed

Almost anything filed into a court's file is public record and can be accessed by anybody. Only certain records will be filed under seal or later sealed after filing. CPS internal files are not public records but they are state records that may be subject to an open records request but this is not as simple as going to the courthouse and asking for a copy of the file.
