can cps send childern out of state with other family without permission from mother and father

Out of state, I'm not sure. I do know from experience that as a policy matter they just don't do that if there's any kind of local option, but that could be for practical reasons rather than legal reasons. But they definitely can place kids with family members within the state without a parent's consent, if removal is needed to keep the child safe and yhe option would be a foster home. They do it on a temporary basis all the time and can do it long-term with court approval.
