CPS says no to visitation but Dad won't agree

Dad has had on again, off again relationship with kids (13 and 10). Called Mom and told her he doesn't want to see kids anymore. Frustrated Mom called CPS. CPS investigated and said kids don't need to see Dad. Dad doesn't want anyone telling him when he can and cannot see kids. Wants to give visitation rights to grandparents and an aunt. Kids don't want to see grandparents and aunt for fear that Dad might come around. Any suggestions?

File a motion to modify visitation. Why was CPS called? Has there been abuse? Father cannot "give" his visitation rights to someone else. Grandparents may be granted visitation but the aunt has no right to visitation.
