Legal Question in Family Law in Texas

Both the custodial and non custodial parent have moved from the original county that presided over the original divorce petition. Now that possible modification and enforcement orders may be needed, does a motion to transfer need to be filed prior to filing the enforcement order or should it be filed at the same time?
