Legal Question in Family Law in Texas

I am the custodial parent, I live in Bexar County with my child, the NCP lives in Travis County and the Divorce Decree was done in Travis County. We meet in Hays County to exchange our child. If the NCP does not show up to give me my child (she has been threatening not to give her back) what county do I go to the police department?

I would call the both police departments. That way if one forgets to do a police report you will still have the other.
