Custodial parent vs. non-custodial parent
I am the custodial parent of two boys ages 7 and 5 and have recently moved back to houston, texas so they can establish a relationship with their father. As a non-custodial parent does he have the right to dictate to me where I can and cannot take my children. Also, if I do not answer my phone can he take me to court and claim I am keeping the kids from him?

You need to consult with an attorney. You would need a certified copy of your Final Decree of Divorce (or whatever is the last document the Judge signed). Whatever you agreed to, would be what the Judge would order you to do.

PS - I hear this often and usually (not always) the other party is "blowing smoke"! If I want to take my child to Astroworld, the Judge would not care. However, if I wanted to take my child to a "crack house" the Judge would care.
