If the custodial parent has a private insurance for the child & the non custodial parent has the child under Medicaid, is the non custodial parent still finacially responsible for half of the cost of any medical bills like the court papers state?

I think you have two questions there, and I'm not an expert in Medicaid to be able to help you with the first one which is, "Is it proper to have a child on Medicaid when there is private health insurance available for the child?" I think the answer could be "no" and the parent who signs the child up for Medicaid when there is private insurance in effect might have to pay the state back for the Medicaid benefits. But call the Medicaid folks to see about that.
As to the question you posted, then answer is "yes."
