Custody of a child

what is the law for obtaining custody of a child when it is born if the baby's parents are both minors and still live at home with their parents. The father wants custody and the mother to be has just turned 16 and lives with her mom that sales drugs from her house and has been known to leave her own kids with friends or relatives for months at a time....what are the guidelines for the minor father to be to obtain custody of this child due to fearing for the babies safety and unsafe environment in Texas.???

The guideline is always the best interest of the child. This is not something that a parent can realistically handle on their own. The father needs to retain an attorney to file a Suit Affecting Parent-Child Relationship.
