Legal Question in Family Law in Texas

Custody

I am the godmother to my little cousin, who is 13 yrs old, and he wants to come live with my husband and me. His parents have split custody (he lives with dad and the his brother lives the mom). What are the legal options he has at wanting to live with me? And steps do we need to take in being his guardian.
