Custody of a minor who is not blood related

My mom's best friend had problems for most of her life. At one point my mom was Foster parent to her 4 children. One of these children is just like a real sister to me, we grew up together. Her father had been sexually abusing her since the age of 6. We told the police a little over a year ago and he pleaded guilty and is now serving time in jail. Shortly after that her mother (my moms best friend) passed away of a heart attack. This was in May of last year and the children have been bounced between their maternal grandparents and their aunt and uncle ever since. The oldest is an adult, then a 17 year old, a 16 year old, and a 13 year old. The 3 minors are in now in the care of the aunt and uncle. The 17 and 13 yr. old are okay. But the 16 year old (the one I'm so close to) hates it. She says they make her uncomfortable, they try to make her write her father and she barely even knows them. She's already ran away once. I want to help so badly. They tell her that she lied about what her father did to her and she should visit him. They make her feel awful, and this child has been through enough. I am 22 and my husband is 25 we have 2 small ones of our own. We would love to welocme her but since we're not related how can we help?

Call CPS - child protective services - Texas Dept. of Family and Protective Svcs. They have a hotline and you can call anonymously.
