Custody of a non related child

Is it possible to obtain joint physical custody of a child that is not related to me?I have a child whom was placed with me by her mom and with the insistence of CPS.The mom,whom was a friend has supervised visits with the child and is having to complete drug and parenting classes in order to have the child placed back in her home. The baby is 4 months and tested positive for meth at time of birth and had both of her legs broken at 6 weeks due to the father taking the child in a vehicle without a car seat.The father is in jail under the charge of injury to a child which resulted in serious injury to a child.I want to know if there is anything I can do to remain in the child's life after the mom gets the child back.I want to see if there are any legal avenues I could I pursue?

If you are in care, control and custody of a child for over 6 months, anyone can ask for custody.

You will have notify the mother and father of the lawsuit.
