In our custody paperwork, he is supposed to pay 1/2 of the dr bills and prescriptions and I pay half. However, my sons father is not paying his share nor will he give me his mailing address of where he is living. He has me mail things to his grandmothers house and then claims he did not receive them. I always use certified mail so I know they are being signed for. Please help!

Sue him for enforcement. Mail the bills and receipts to the address he provided to the court - that is the legal mailing address to reach him. If he has an email address - email them also.
