custody rights

I want to sign over my custody rights to my daughter. Do her father or the courts have to give me permission to do this?

Your question lacks detail and therefor no one can answer it. Please rephrase and give more detail. It you want some other person to have your child the father probably has a right to know about this. If there is a court of continuing jurisdiction they probably need to be notified and you may need to file a motion in court.

There is not enough information to give you a

definitive answer; however, probably yes ... especially

if there is already a court involved ... I would need
