Custody Transfer?

My sister died 3years ago. She had two children by diffrent men. She was not married, she had custody of her children. The farthers of the children knew of her death but took no interest in them. My husband and I welcome her children into our family and have been raising the children since her death. The farthers are aware that we have the children. They call but not very often. It's obvious that the farthers don't want the responsibilty of raising their children, but they are not willing to sign the children over to us. My sister had child support orders (in FL.) on both dads. Child support in TX informed me that because there are exsisting support orders, I could not file new ones against the farthers. They said the existing support orders would be transfered into my name after I get physical custody of the children. Is there an agency that would help us get physical custody of the children or is there a way we could do it ourselves. We didn't qualify for legal aid and we don't have the money to pay a lawyer. Thank you

I'm not sure where you are, but many counties have local bar associations with pro bono programs. Look these up in the yellow pages under "associations" or call the court house.
