Legal Question in Family Law in Texas

My daughter is being abused,mentally and phsically, by her ex husband;they have been divorced for a little over year.She has tried to get a protective order aginst him and has a file that must be 3" thick on police phone calls, trips by the police to her home and e-mails & phone calls made by him.He has damaged her property,assulted her,and uses the most vile language ,yet the police refuse to do anything .What can we do to get the police arrest this guy and put him away.
