My daughter was assaulted by her step-sister. My daughter called police but when the police arrive the step daughter had already gone. The step sister is causing problems and saying if my daughter does not drop the charges she will file on my daughter and she will have a felony against her. Is this true? My daughter does not want to drop the charges as this is not the first time this has happened.

Your daughter needs to get the court to issue a no-contact order as a condition of the girl's bond. Record all conversations with the step-sister and keep a copy of all written, text, etc. communications. Share those with the prosecutor.
Charges can only be filed if someone committed a crime (or there is some kind of proof.) Moreover, they will not take charges from the stepsister against your daughter while there is a case pending against the stepsister - they will not believe her.
