Legal Question in Family Law in Texas

When my daughter was born, her BF did not sign the birth certificate. He hasn't seen her since she was one. She is almost eleven now. Never any support in any way, nor did he ever put his name on the birth certificate. Her stepdad has been aroung since she was a baby. She knows him as daddy and does not even know her BF. My husband wants to adopt her now that we've been officially married for 6 mos. Do we still have to terminate the BF rights since he is not on the Birth certificate?
