Daughter moved in with non-custodial parent

My 14 year old daughter went to visit her father over the Summer and did not return. She called me the day after she was to return to tell me that she decided to live with her father. I have full custody per the divorce decree. My son (almost 18 yo) made a similar decision a few years ago. I was in agreement with his move, but not hers. My ex and I mutually decided a year or two ago that child support would not be paid since one child lives with me and one with him. Now he is asking for child support for my daughter. Do I have an obligation to pay? He is also less than generous with visitation. I want to retain custody and be able to see the children at least as often as he was afforded in the divorce decree. What are my options?
