My daughter is 11 and visiting me in texas for the summer. she lives is california with her father. we have joint custody and she wishes to stay here in texas with me and visit her father in the summers. is she old enough to choose who she wants to live with now?

No.

There is no age at which a child's wishes trump a court order (except age 18, when she becomes an adult).
