how can i get my daughters father to sign his rights over when he is asking me to stop the child support and let him sign her over his rights?

There's really no such thing as someone "signing over his rights." If a man wants to have his parental rights terminated, he has to go to court to do it.

The father can sign an Affidavit of Relinquishment of Parental Rights. After that, you can file a petition to terminate his rights. If the Judge approves it (that is, the Judge says "yes"), the Judge will sign an order of termination of parental rights.
