Death of a father

My father in-law passed away more than 2 years ago. My wife's stepmother has not had a headstone placed at his gravesite, nor has she had his will read. Could we legally put a headstone on his gravesite, and does she have to have his will read?

Your wife can file an application for probate to have the will probated. "Reading" the will is not a legal procedure without probate. As the daughter of the deceased, certainly she can put a gravestone if she wishes.
