Legal Question in Family Law in Texas

In my decree of divorce it states that my x the costodial parent is to provide ins. for our 3 children. I recently lost my job got a new one and am not making the same amout of money as I was when we did our childsupport hearing so now that it has been three year I wanted to lower my child support until I could make more and now she has sent in a form stateing I will have to remburs her for ins. on the children and I will not be able to aford it and as I see it, it is her responabiltiy. My ? is that if it states in our divorce decree that she is to cover the health ins. on the children then why am I getting this letter?

Does the decree state that she is required to provide insurance AT HER SOLE EXPENSE?

If the answer is "yes," then ignore her letter.
