Decree enforcement - Medical bills

A divorce decree in Dallas, Texas, requires a father to pay 50% of all unreimbursed medical bills for his children within 30 days. It states that any procedure not covered under insurance is presumed to be reasonable.

His daughter was diagnosed by an optometrist with a focus problem -- something that could contribute to low reading ability. He recommended "vision training," an exercise program that is recongnized by the optometric association but not covered by insurance. It seems to be helping her (and her reading improved after the program began), but the father asserts that the doctor is a quack and has refused to pay his portion of the $3000 cost.

He states that he has been told that no court in Texas would require him to pay for the program. As a practical matter, is the decree's provision enforceable?

Are you certain what the decree says? The language you attribute to the decree does not have the ring of familiarity. Perhaps the decree says that the cost of any medical procedure shall be presumed to be reasonable? I don't think your question can be answered without seeing the exact language of the decree.
