deployed soldier divorce question

My divorce decree requires my ex to provide health insurance and to provide me with policy documentation etc. I am required to pay $120 in additional support to cover the actual cost of insurance, I know she has not had a policy for the children yet I am still paying the additional $120. The decree requires her to reimburse me the difference if there is a change in policy, yet she is not. do i need to retain an attorney to fix this???if so I am in Iraq and the case is in Bell county Tx..help please
