Dfps regulations on non citizen adoption

I am a us citizen, my husband who is from denmark is a legal texas resident, but not citizen. We bought a house here a year ago ad he pays US taxes. Would e be able to become foster parents or adopt through DFPS

As long as he is a legal permanent resident, he should be fine.
