If a divorce is not final and a rule 11 agreement was made regarding child custody can it be changed if one party changes their mind?

A rule 11 agreement is an agreement that is filed with the court records. The judge may not see it when it is filed, but if any changes are requested and not agreed to, then he will likely get a chance to see it. So you can make changes if they are agreed to. If not, you would have to ask the judge for a chance to back out of the agreement - or the other party would, whoever is interested.
