Divorce with Children

My sister is worried how to file for divorce. She has 3 children. She knows that if she just moves out that she can be charged with kidnapping. Her husband has been diagnosed with Bi-polar and she is afraid to let him know when she will be leaving. What does she need to do.

They are her children and she can take them to a safe place to file for divorce. She needs to do it.
