Divorce and College Expenses for Child

My divorce decree states ''It is ordered and decreed that the parties shall jointly manage the College Fund that has been set up for the partie's minor child, and any shortfall shall be paid equally by both parties.'' My ex has remarried someone with 3 children. My daughter just graduated and he told her he does not have to pay for anything...and won't unless she lives by what the bible says! I believe the divorce decree says we will split the cost equally regardless of whether she ever talks to us again!! I'm assuming the divorce decree is a binding document and he would be in contempt if he refuses to pay his share? Also, would college expenses include books, tuition, living expenses, food, etc. as covered by the college fund? If it is enforceable...what would I need to do if he does not pay?

You need to go back to the attorney who represented you in your divorce. Hopefully, he or she will know what was intended by "college fund".
