getting my divorce

how can i get my divorce fast if my husband has been running from the law for a few years now

I guess he is not available for service of the citation for the divorce since he is running from the law. But you could serve him by publication (a little more expensive) and you might be able to finish the divorce within 60 days - the minimum allowed by law.
