I filed my divorce petition on Nov 17th 2008 and I am ready to meet with the judge with my online decree on Jan. 20th. I have a signed and notorized waiver of service do I need to have that filed too before it can be final? Is there anything else that needs filed??

Yes, the Waiver has to be filed with the Court, but without knowing your situation there is no way to answer the rest of your question.
