can she move my child to another city before we even get a divorce ?

Generally speaking, judges prefer to have the parties remain in the geographic area when the case is pending because that causes the least disruption for the children.
The larger counties in the state have "standing orders" that take effect for both parties when a divorce is filed. Some of those orders prohibit the parents from changing the residence of the children - unless the judge grants permission to do so.
If a parent has a legitimate reason for moving (needs financial support from the family, needs help taking care of the kids, etc.) the judge may allow the move.
