Legal Question in Family Law in Texas

I am doing my own divorce papers and I have filed the original petition. My question is when does the waiver have to be filed is their a time line. If I cannot get her to sign a waiver and she just files a response what is the time frame on that. I understand you cannot go before the court until 60 days is up to file the Final Decree but I just didn't understand the response process. I don't want to have her served unless I have to. Can you just file her response that doesn't have a notary at the bottom or do you have to have the waiver too.
