If a divorce says both parent have shared custody and niether pays child support with one keeping children mon.-thurs. and the other fri.-sun. And both are doing as required can the parent that has the primary resident of children change that and make the other parent start paying child support

As long as the child(ren) are subject to the jurisdiction of the Court the custody, possession and access, and support provisions can be changed.
