Legal Question in Family Law in Texas

When getting a divorce, both sides agree to have joint custody of our 2 children & agree that neither of us should pay child support since we share expenses. Some people tell me that the state of Texas (Harris county) will require one of the parents to pay child support through the Attorney General. I have no idea what to believe, can you please clear this up. Thanks
