That depends on what you do and how you do it. While I don't recommend any of the form sites, with work most of them can be used to produce usable documents. The documents may not say what you think they do, they may not protect your rights, and you may end up paying more for an attorney to fix your mistakes later than you would have spent on one to do it right originally, but if you are willing to put in the time and effort to learn enough of the law to represent yourself, it is legal.
