Legal Question in Family Law in Texas

I've been trying to get a divorce for several years. I live in Texas and my husband was deported to South Africa in 2004. We have remained in contact and he has a copy of the petition for divorce I filed in January, 2012. He says he has signed the waiver of service, but refuses to give it to me. What is my next step? I can't have him served and advertising seems foolish since he is not even in the country.

Why do you think you can't have him served? I've served people in foreign countries before.

If he won't sign a waiver, and you know where he is, you should have him served. Talk to a lawyer.
