Divorced in Shreveport

My husband had a divorce in Shreveport, LA three kids in the middle. 2 yrs ago court order him visitation but only Louisiana they can't come to Texas to visit. Ex will not let him talk to the kids when we do get the chance to visit we let her know a week in advance, when we get there she brings the kids 2-3 hrs late. Can he file in Houston to redo the visitation or even try to get custody of the kids

No. From what you say, Texas has no jurisdiction over these children. Any changes will have to be through the Louisiana court.
